RegionChooser: Moving some classes to GeoLibs, for later integration in Workflows (e.g. ConvexHullCalculators)

RegionChooser: Citygmls are now parsed with VTD-XML. It should be faster and use less memory than the previous method. 

Resolved version conflict between libraries jts-1.13.jar and jts-1.8.jar by placing the newer one into module GeoLibs and update dependencies accordingly.
