Version 3.17.0 Release

Release of Version 3.17.0 of CityDoctor.

Adds support for importing Zip-archives in CityDoctor.
Rework of the TransportationObject model to reflect the CityGML 3.0 structure.
Rework of the polygon self-intersection check to eliminate false-positives.
Fix for CityObject types added in 3.16.0 missing in the validation reports.
